Discussion of draft law "On transparency of foreign influence" and alternative drafts proposed by opposition start at Parliament’s plenary session

The discussion of the draft law "On the transparency of foreign influence" and the alternative drafts proposed by the opposition has started at the plenary session of the Parliament.

After the presentation of the drafts, a vote will be held and the Parliament will decide which document it chooses to consider.

he draft law "On transparency of foreign influence" provides for the registration of non-entrepreneurial (non-commercial) legal entities and media outlets as organizations carrying out the interests of a foreign power, if certain volume of their income - in particular, more than 20% - is received from abroad.

According to the draft law, everyone who is considered to be an "organization carrying the interests of a foreign power" must be registered in the public register under the same name in a mandatory manner. At the time of registration, it will be necessary to reflect the received income. At the same time, the organizations will have the obligation to fill in the financial declaration every year. The draft law, "In order to identify the organization carrying out the interests of a foreign power" gives the Ministry of Justice the authority to study and monitor the issue at any time.

According to the same draft law, the basis for starting the monitoring will be the decision of the relevant authorized person of the Ministry of Justice and the written statement submitted to the Ministry of Justice, which "contains an appropriate reference related to a specific organization carrying out the interests of a foreign power".

As for the alternative bill, it was initiated by the members of the parliamentary political group For Georgia. The bill "On protection from the influence of the occupying country - Russian Federation" defines the power of the occupying country - the Russian Federation, the agent of influence of the occupying country, and based on the interests of the occupying country and for its benefit, bans activities aimed at harming the national interests of Georgia, including the full integration of Georgia with the European Union and the North Atlantic Treaty Organization.
